CEO Letter to Ask Congress to Restore COVID-19 Funding For Testing

Dear Congress,

My name is Raymond Embry, Chief Executive Officer for Embry Health in Mesa, AZ. I am writing to ask for your support to continue funding the HRSA program to ensure Arizonans and Americans have access to reliable and effective COVID-19 testing. Numerous studies have shown that easy access to affordable or free COVID-19 testing is our best defense to controlling the pandemic. Now more than ever, we are in dire need of the HRSA program to continue protecting the public. If Congress does not approve the current deal approved by the Senate, it is the same as declaring victory over COVID-19, and I think we can all agree the war is far from over.

Embry Health has locations in six states across the U.S. We have offered over 4 million tests and seen over 2 million patients. All patients were tested regardless of their insurance status – an incredible resource during these unprecedented times. Unfortunately, due to HRSA losing funding Embry Health has been forced to end free testing for uninsured patients. In the past, we have kept locations in rural Arizona open, such as Page, Naco, Benson, and Safford, to ensure everyone in Arizona had access to COVID-19 services. The decision to remove funding from this program affects patients, but it also has a negative cascading employment effect on organizations like ours. Embry has offered employment to more than 2,000 Arizonans throughout the pandemic who served as essential front-line healthcare workers when the economy was shutting down due to the virus.

We must keep this resource available to defeat and control this pandemic truly. Reinstatement of funding to the HRSA program is vital to the health and safety of millions of Americans, especially our communities here in Arizona.

Providing affordable and accessible healthcare for all is crucial to our community and us, and we hope you see the importance of our vision.

Embry Health to cover COVID-19 testing, treatment cost for uninsured patients

“If additional funding isn’t provided at some point in the near future, the test sites will no longer be viable, and essentially the entire network will collapse,” said Raymond Embry, the CEO of Embry Health.

Congress failed to pass $22.5 billion in COVID-19 response money, and now the federal government is making cuts. Free testing and treatment for the uninsured end Tuesday at midnight. The latest U.S. Census report said more than 820,000 Arizonans have no health insurance. Embry said 60% of his patients are uninsured. For now, they are going to start covering the costs themselves, so everyone has access to testing.

“We are operating as if the federal funding is still there. We are going to go ahead and continue seeing uninsured patients across America as well as our partners,” said Embry.

In Arizona, cases and hospitalizations are down, but they see a spike in the U.K. and Europe. Doctors are not ruling out another surge in the United States. “I think if there is another big surge if we don’t respond quickly and backfill this kind of money and do it in this kind of way, it will almost guarantee to make surge worse,” said Dr. Bob England, former Maricopa County Director of Public Health.

The White House said without more funding by April; the U.S. won’t have enough money to cover vaccines for uninsured people. Embry said that impacts all of us. “Vaccines are communal good. It matters to you whether your neighbor is vaccinated because the more people around you that can get vaccinated, the less likely they are to get infected, and you are to be exposed,” said England.

This COVID-19 Daily Data Dashboard Update provides daily updates regarding testing and patient cases across our health system including each of the counties we serve. Note: Except where noted, data reflect Embry Health patients only.

Data Summary

For July 23rd Embry Health reports a total of 453 positive COVID-19 test cases with a 16.9% positivity based on PCR Diagnostic Testing. With specimens being collected between July 22nd and July 23rd.

99.4% of Results published on July 23rd were reported in under 24 hours from time of collection with an average reporting time of less than 9 hours once received at the lab.

While the total percentage positivity decreased on July 23rd the total number of cases increased to the highest level in three months. Covid-19 Antibody testing percentage positivity increased to 65.49%.
